On July 3, 2024, the California State Water Resources Control Board unanimously adopted the “Making Conservation a California Way of Life” regulation, which addresses all aspects of urban water usage.
In order to reduce water waste throughout the state, the new regulations assign a “water budget” to 405 cities and urban water suppliers throughout the state based on factors such as climate, population, and livestock ownership. Each water supplier must “implement locally appropriate solutions” to meet their specific water budget by 2027. Failure to demonstrate compliance will result in fines or other penalties.

This new law doesn’t regulate individual homeowners — only suppliers. However, suppliers will almost certainly pass water usage limits and any overage fines onto their customers.
“Water suppliers will need to develop and implement new programs that require long-term customer behavior change and significant investments,” said Chelsea Haines of the Association of California Water Agencies. This means that even though the new regulations aren’t aimed directly at individual homeowners, they will still be forced to adapt and significantly reduce their water usage or face fines from their water supplier.
